
The government of the province of Buenos Aires plans to increase the Rural Property Tax by up to 28% next year, according to the project for the 2025 fiscal year. This increase would be nearly 10 points above the inflation expected by the national government, which is 18.3%. Rural organizations have projected that the actual increase in the tax will be 34%, due to the addition of a 5% increase on the previous law.
Last year, the legislature approved an increase of up to 200%, however, agricultural producers reported that in practice it exceeded that mark, reaching in some cases up to 500%. Additionally, the rural sector criticizes the end of discounts for good taxpayers and electronic payments, which represented around 15%.
The provincial Minister of Agrarian Development, Javier RodrÃguez, announced that next year the Tax Collection Agency of the province of Buenos Aires (ARBA) will reapply bonuses for complying taxpayers and certifiable parcels, that is, linked to a specific CUIT.
To calculate the taxable base, Governor Axel Kicillof's project proposes a coefficient of 16.2065 on the fiscal valuation of the land free of improvements. The regulation also mentions authorizations for bonuses that could not exceed 35% of the tax, with the aim of incentivizing payment.
Ruralists point out that there are increases in the taxable base of the parcels with a tax increase compared to the previous year, which should not exceed 28%, but could practically reach up to 34.4%. Last year, the province implemented a system for updating values with a coefficient from one installment to another, which was applied in some cases to urban property tax but not to rural.
